Re-add the Equifax Secure Certificate Authority

A few people have reported that the new certificate bundle fails to
validate domains they are relying on. The few reported domains are
related to google properties which include this Equifax certificate in
their chain. Re-adding this certificate will fix that issue and
hopefully fixes our build troubles on travis-ci.
